KENNEDY LIBRARY PRESIDENTIAL RECORDING LOG TAPE 80: BALANCE OF PAYMENTS; STEEL WAGES AND PRICES; LAOS Released 7/2004 4/9/63, 4/10/63 194 minutes Status: Declassified in Part: Four excisions totaling 11 minutes 20 seconds have been removed in accordance with Section 3.4 (b) (1), (3) of Executive Order 12958 Description, Meeting of Balance of Payments issues, 4/9/63: The President and his staff met to discuss the US Balance of Payments outlook, including the recent Brookings Report on that subject. Subjects also included tax possibilities, flight of capital-movement of capital issues internally and in the foreign policy context. Please note that the 4/10/63 Multilateral Force meeting with Admiral Ricketts (totaling 10:20) is not included in this tape release. The excision has been included in the total excision time for this opening. The meeting has been submitted to the appropriate agencies for review and will be made available when that review is returned. Description, Steel Wages and Prices, 4/10/63, day meeting: The possibility of a general steel wage and price increase is discussed in detail. There is discussion as to whether the President should cancel his trip to Palm Beach to indicate the seriousness with which the White House is taking this issue, as well as the timing of this hike—one year after the President’s call for steel to rescind its 1962 hike. This discussion was carried over to the evening meeting later that day. Description, NSC Meeting on Laos, 4/10/63: The President and his staff discuss the ongoing political and military situation in Laos, specifically with the Kong Le forces in the Plaines des Jarres. John McCone presented a summary of current intelligence information and then Under Secretary Harriman presented the State Department recommendations which included continuing to supply the Kong Le and Meo tribesman, the possible use of Phoumi forces and the continued planning for the reintroduction of US military forces into Thailand. Description, Steel Wages and Prices, 4/10/63, evening meeting: This was a continuation of the day’s earlier discussions on the possibility of a general steel wage and price increase. It is unknown by the White House if there will be an increase, and if so if individual companies or the complete industry will approve an increase and what, if any, pre-emptive discussions with both steel and the unions should take place.
