4/19/63, 4/20/63, 4/22/63 188 minutes Status: Declassified in Part: Fourteen excisions totaling 2 minutes 56 seconds have been removed in accordance with Section 3.4 (b) (1), (3) of Executive Order 12958 Description, Laos: 4/19/63 meeting Description, Laos: (NSC) 4/20/63 meeting Description, Laos (NSC) 4/22/63 meeting These meetings discuss the present military situation in Laos and the diplomatic and military moves that the United States will make in response to this ever changing situation. Governor Harriman is undertaking a visit to Paris, London and possibly Moscow to discuss the situation further. The US military is moving forces into Thailand and a carrier and destroyers into the Gulf of Tonkin as a chess move to Hanoi and Moscow to indicate how serious the US is taking the situation in Laos. Description, Cuba: at the end of the 4/22/63 Laos meeting, it seems from the tape, that Robert McNamara stayed and discussed Cuba. There are no other voices on the recording, so it is not possible to identify other participants. Please note that this discussion is closed and is being sent to appropriate agencies for review and will be opened as soon as the review is completed. Description, Cousins meeting: This 4/22/63 meeting between Norman Cousins and President Kennedy is Cousins’ report on his most recent visit and interview with Premier Khrushchev. Although Cousins relays reports on Khrushchev’s daily routines as well as his opinion on several subjects such as the space race to the moon, the main thrust of the President’s interest, and of Cousins’ report, is disarmament. At this point it seems as if the nuclear test ban treaty is, as President Kennedy said, “at a dead end” right now. Description, Stevenson meeting: Adlai Stevenson, Ambassador to the UN, and the President have an informal meeting on 4/22/63 to discuss numerous UN and other foreign policy issues including relations with Europe, the MLF, UN financing, Congo, Cuba as the Republican’s main 1964 campaign issue and Richard Nixon.
