The previous Nassau meeting and the Presidentâ€™s upcoming trip to Europe are also mentioned. Near meetings end, the subject of British Guiana is also discussed, although that portion of the meeting is close pending appropriate agency reviews. Description, 5/4/63 Americans for Democratic Action: Twenty members of the organization, Americans for Democratic Action met with the President on May 4, 1963 for a meet-andgreet/lobbying session. The President took the opportunity to pitch the successes of his administrationâ€™s legislative agenda to a liberal action group who on occasion had been critical of some of the moves of his administration. Earlier that day the NY Times ran a front page, now infamous, Associated Press photograph by Bill Hudson of a police dog lunging at a civil rights protestor in Birmingham, Alabama, which is brought up at this meeting. The President refers to civil rights as â€œa national crisis." Description, 5/6/63 Dean Rusk's trip to India and Pakistan (Rusk and Bundy): This meeting between the President, Dean Rusk and McGeorge Bundy is essentially Dean Ruskâ€™s oral report to the President on his recent trip to India and Pakistan. Description, 5/7/63? Vietnam, defense budget, nomination of new Deputy Secretary of Defense: The President and Robert McNamara met to discuss various DOD issues, including the military situation in Vietnam, the Congressional budget fight on military spending in Vietnam and personnel issues in DOD, specifically the nomination of a new Deputy Secretary of Defense. The exact date of this is uncertain since the meeting does not appear on the Presidentâ€™s Appointment Books. Robert McNamara does refer to his discussion of â€œyesterdayâ€ on this same issues, which could be the SECDEF Honolulu Conference which took place on May 6, 1963. Description, 5/8/63 TFX and appointment of new Chief of Naval Operations: Admiral George Anderson met with the President to discuss his expiring term of Chief of Naval Operations. It is clear from the tone of the Admiral, that he believes that Robert McNamara has been extremely critical of Andersonâ€™s handling of the TFX issue. The President is quiet for most 119
of the meeting, although he does discuss the Admiral taking an Ambassadorship to Portugal.
