TAPE 100: NEAR EAST ARMS LIMITATION AND SECURITY GUARANTEE FOR ISRAEL; NUCLEAR TEST BAN TREATY AND INSTRUCTIONS FOR HARRIMAN Released 10/2008

Tape Quality: Good Status: Declassified in Part: 7 excisions totaling 26 minutes 18 seconds have been removed in accordance with Section 3.4 (b) (1), (3) of Executive Order 12958. Near East and Israel: This 7/23/63 meeting with the President and several members of his staff concerning a possible near east arms limitation agreement, and specifically relations between the UAR and Israel. Nuclear Test Ban Treaty: This 7/23/63 meeting concerns the nuclear test ban treaty and instructions to Harriman. The staff group reworked the instructions to Harriman and to Bohlen in France. There is also a long discussion on Article 1 and how the nuclear test ban would not and could not limit a country from defending itself with nuclear weapons in a time of war. Also, there was discussion on the Congressional Delegation and the Test Ban Treaty. (Please note that President Kennedy leaves the meeting after 15 minutes and does not return for the remainder of the meeting. According to the Appointment Books he left to attend the Congressional Social Hour.) After this meeting there is a short break in the tape, then there is a brief (6 minute) discussion between President Kennedy, Dean Rusk, McGeorge Bundy and others regarding the Test Ban Treaty. Nuclear Test Ban Treaty: This seems to be a 7/24/63 meeting and the discussion is pretty much a continuation of the previous dayâ€™s staff discussion on the language of the Harriman instructions, the language of the treaty and the note on the treaty, as well as the wording of the Presidentâ€™s speech. (Please note that shortly after the meeting begins the President leaves to call President Truman about the Test Ban Treaty and does not return for the remainder of the meeting)..
